On July 26, 2021, HCHA entered into a Memorandum of Understanding with the Nebraska Balance of State Continuum of Care (CoC) to implement the Emergency Housing Voucher (EHV) program with the goal of preventing and ending homelessness in the Hall County community.

- Households meeting HUD’s definition of “at risk of homelessness”
- Any household fleeing, attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking
