Western Apartments

Applicants interested in Western Apartments or Orleans Place Apartments must meet income qualification standards, citizenship status (for at least one family member / rental rate prorated based upon the number of citizens or legal immigrants present in the home), suitability standards as imposed by HCHA, criminal, gang and drug-related background checks and must not be indebted to another federally assisted housing agency.  Other restrictions may apply.  HCHA imposes a minimum rental rate of $50 and a flat rental rate of $788 (ceiling rents also apply) effective March 1, 2024.

Western and Orleans Place Apartments have a combined waiting list and applicants are offered apartments in these facilities based upon availability.  Participants generally do not have the option of choosing facilities.  The approximate waiting list time for these apartments is four to seven months (subject to change without notice).

All Public Housing residents must perform eight hours of Community Service per month or be exempted from this regulation (exemption criteria include employment, job training, elderly status or proof from a medical professional that you are unable to perform this requirements).

Western Apartments are located on West North Front Street and consist of 48 two-bedroom family units.

Smoking is allowed 25 feet from the building.

Amenities include:

  • Convenient assigned parking spaces with overflow parking available for visitors.
  • Range, refrigerator and air conditioner provided.
  • Large hall closet for plenty of storage.
  • Laundry room facility on-site with coin-operated machines.
  • Secure building entrances.

Orleans Place Apartments

Applicants interested in the variety of three-bedroom facilities that HCHA has to offer, including Stolley Park apartments, must meet income qualification standards, citizenship status (for at least one family member / rental rate prorated based upon the number of citizens or legal immigrants present in the home), suitability standards as imposed by HCHA, criminal, gang and drug-related background checks and must not be indebted to another federally assisted housing agency. Other restrictions may apply. HCHA imposes a minimum rental rate of $50 and a flat rental rate of $1,009 (ceiling rents also apply) effective March 1, 2024.

Three-bedroom houses and apartments have a combined waiting list and applicants are offered homes based upon availability. Participants generally do not have the option of choosing a location. The approximate waiting list time for these homes is eighteen months to two years (subject to change without notice).

Stolley Park Duplexes are located on Stolley Park Road near South Locust Street. They consist of two duplexes, a total of four three-bedroom units.

This is a Smoke-Free property.  Smoking on the property is prohibited.

  • Private driveway for extra parking.
  • Large yard.
  • Laundry hook-ups within unit.
  • One full-bathroom and one half-bathroom in each unit.

Shady Bend Apartments

Applicants interested in the variety of three-bedroom facilities that HCHA has to offer, including Shady Bend Apartments, must meet income qualification standards, citizenship status (for at least one family member / rental rate prorated based upon the number of citizens or legal immigrants present in the home), suitability standards as imposed by HCHA, criminal, gang and drug-related background checks and must not be indebted to another federally assisted housing agency.  Other restrictions may apply.  HCHA imposes a minimum rental rate of $50 and a flat rental rate of $1,009 (Ceiling rents also apply) effective March 1, 2024.

Scattered Site Homes

Applicants interested in the variety of three-bedroom facilities that HCHA has to offer, including Scattered Site Homes, must meet income qualification standards, citizenship status (for at least one family member / rental rate prorated based upon the number of citizens or legal immigrants present in the home), suitability standards as imposed by HCHA, criminal, gang and drug-related background checks and must not be indebted to another federally assisted housing agency.  Other restrictions may apply.  HCHA imposes a minimum rental rate of $50 and a flat rental rate of $1,009 for a 3 bedroom, $1,164 for a 4 bedroom, and $1,513 for a 6 bedroom (Ceiling rents also apply) effective March 1, 2024.

Three-bedroom houses and apartments have a combined waiting list and applicants are offered homes based upon availability.  Participants generally do not have the option of choosing a location.  The approximate waiting list time for these homes is eighteen months to two years (subject to change without notice).  Applicants needing the accessibility features of an accessible home will receive preference over all other applicants when a home meeting the specific needs of an applicant comes available.
